As governor of one of these cities, it is your job to develop it as best as possible and at the same time defend it against the Germanic tribes. Empress Agrippina and her son Nero will inspect your actions and honor the most successful governor. In 'Discordia' you develop your city by building farms, barracks, defenses, harbors and markets and by trading with ships. Use your sailors, soldiers, merchants and farmers profitably, execute decrees and secure privileges. But be careful: always be careful so that your city doesn't grow too fast or too slow. Will you have the most developed city at the end of the fourth year, or will you be able to impress the Empress before then and win the game early?
